K. David Boyer, Jr. – CEO, GlobalWatch Technologies, Inc.
International Development
Mr. Boyer served as the Senior Advisor and Director of Global Development Alliance for US Agency for International Development from 2008 to 2009. He successfully led the agency’s initiative to vastly increase development resources through public-private partnerships. At USAID, he demonstrated his ability to reach out to businesses, to convince CEOs that public-private partnerships were sound investments, and to close deals with committed agreements. He gained support from foundations, business partners, universities, and USAID to actualize development opportunities. He negotiated with corporations and other alliance partners, such as PEPFAR and MCC, to advance national priorities. He created opportunities for small and medium businesses to participate in economic development.
Business and Private Sector Experience
Mr. Boyer grew his own company in a highly competitive IT field. When he sold his company to a publicly traded firm, TROY Systems had no debt, double digit profit, and committed long term customers. He went on to found another company in information security and assurance. Recognized as a corporate leader, he served as an executive business leader to Vice-President Al Gore’s 1993 “Reinventing Government Summit.” His business network extends globally through his involvement with the Young Presidents Organization (YPO) and Chief Executive Organization (CEO), a “by invitation only” organization of 2000 global leaders.
Financial Planning and Management
Involved in banking since 1994, Mr. Boyer has been an active member on the Board of Directors for BB&T, a nationally recognized bank, since 1998. As a member of the BB&T loan committee, he has reviewed, recommended, and approved loan applications. As a result of this financial experience, Governor Mark Warner appointed Mr. Boyer to the Treasury Board of the Commonwealth of Virginia. This Board oversees the Commonwealth’s investments and financing. As the Chairman for two major foundations, Mr. Boyer was responsible for philanthropic development and investments. He served on the Boards of Trustees and finance committees, for two large non-profit corporations – WETA and the National Legal Center. While at the Center, he was the Treasurer of the Board of Trustees and chaired the Development Committee.
Education and Public Service
Recruited by Ambassador David M. Abshire in 1992, Mr. Boyer has contributed continuously to a leading think tank, Center for Strategic and International Studies (CSIS). He has been greatly involved in his alma mater, the Pennsylvania State University, and recognized for his commitment to the students and the institution. He was elected by the Board of Trustees as a Distinguished Alumnus in 2000.
Military
Mr. Boyer was commissioned in 1980 as a United States Air Force Officer. He was a section commander at Andrews Air Force Base and honorably discharged as a Captain, a regular officer, in 1984. He continues in an indefinite reserve status.
Mr. Boyer’s extensive background in business, international development, banking and finance, and philanthropic leadership uniquely qualifies him to manage and expand American investments in global development.
